Nous appelons les institutions europ\u00e9ennes et les gouvernements<\/b> \u00e0 agir de toute urgence : notre population est \u00e9touff\u00e9e par le coronavirus COVID-19, tant physiquement qu’\u00e9conomiquement.<\/p>\n

Personne ne devrait avoir \u00e0 choisir entre se prot\u00e9ger soi et ses proches ou conserver son travail et ses revenus au risque de se mettre soi-m\u00eame et les autres en danger.<\/p>\n

Nous devons agir, mais surtout agir de mani\u00e8re forte. <\/b>Nous craignons que les outils et les fonds mis aujourd’hui sur la table par les gouvernements et les institutions de l’Union europ\u00e9enne ne soient pas suffisants. M\u00eame un recours maximal \u00e0 la flexibilit\u00e9 du Pacte de stabilit\u00e9 et de croissance ne sera qu’une goutte dans l’oc\u00e9an si celui-ci ne s’accompagne pas de mesures suppl\u00e9mentaires. La clause d\u2019urgence du Pacte budg\u00e9taire doit \u00eatre activ\u00e9e.<\/p>\n

Nous exhortons toutes les institutions financi\u00e8res \u00e0 ne pas tirer profit de cette crise sanitaire sans pr\u00e9c\u00e9dent et ainsi \u00e9viter un choc \u00e9conomique. Par cons\u00e9quent, nous recommandons la mise en \u0153uvre rapide des mesures suivantes <\/b>:<\/p>\n

  • Suspendre imm\u00e9diatement les bourses :<\/b> apr\u00e8s la chute sans pr\u00e9c\u00e9dent des march\u00e9s boursiers partout dans le monde, les entreprises et les travailleurs vont in\u00e9vitablement \u00eatre en difficult\u00e9 et avoir du mal \u00e0 acc\u00e9der au cr\u00e9dit.<\/li>\n
  • Abaisser le taux d’int\u00e9r\u00eat sur la facilit\u00e9 marginale de pr\u00eat de la Banque centrale europ\u00e9enne \u00e0 0\u2009% ou moins <\/b>(il se situe actuellement \u00e0 0,25\u2009%), abaisser le taux des op\u00e9rations principales de refinancement en dessous du taux actuel de -0,75\u2009%, et diminuer encore davantage en n\u00e9gatif le taux de r\u00e9mun\u00e9ration des d\u00e9p\u00f4ts (actuellement \u00e0 -0,5\u2009%) pour aider et inciter les banques \u00e0 maintenir l’activit\u00e9 \u00e9conomique.<\/li>\n
  • Donner v\u00e9ritablement les moyens \u00e0 la Banque centrale europ\u00e9enne de faire \u00ab\u2009tout ce qu’il faudra\u2009\u00bb, c’est-\u00e0-dire se pr\u00e9parer \u00e0 recharger de mani\u00e8re illimit\u00e9e les \u00ab\u2009bazookas\u2009\u00bb que sont les Op\u00e9rations mon\u00e9taires sur titres et l’Assouplissement quantitatif<\/b>. En compl\u00e9ment, la cl\u00e9 de r\u00e9partition du capital de la Banque centrale europ\u00e9enne pourrait \u00eatre temporairement mise de c\u00f4t\u00e9 \u00e0 des fins de stabilit\u00e9 financi\u00e8re, certains \u00c9tats membres \u00e9tant davantage dans le besoin que d’autres.<\/li>\n
  • Emp\u00eacher les institutions financi\u00e8res d’octroyer des pr\u00eats \u00e0 des taux d\u2019int\u00e9r\u00eat positifs tant aux \u00c9tats membres europ\u00e9ens qu’aux petites et moyennes entreprises.<\/b> Les PME vont soit accumuler des stocks, soit stopper leurs activit\u00e9s et se retrouveront dans une impasse si aucun soutien suppl\u00e9mentaire ne leur est apport\u00e9. Nous demandons \u00e0 toutes les institutions financi\u00e8res, qu’il s’agisse des banques nationales de promotion \u00e9conomique, de la Banque europ\u00e9enne d’investissement ou des banques priv\u00e9es, de ne pas appliquer de taux d’int\u00e9r\u00eat positifs sur les pr\u00eats afin de permettre aux entreprises de trouver une issue \u00e0 la crise. Si les mesures incitatives se r\u00e9v\u00e8lent insuffisantes, les gouvernements doivent agir par d\u00e9cret et\/ou offrir une garantie aux niveaux national et europ\u00e9en. <\/li>\n
  • Le M\u00e9canisme europ\u00e9en de stabilit\u00e9 a un r\u00f4le \u00e0 jouer dans cette crise.<\/b> Nous exhortons les gouvernements \u00e0 veiller \u00e0 ce que le M\u00e9canisme puisse lever des fonds \u00e0 taux z\u00e9ro ou n\u00e9gatif et pr\u00eater de l’argent aux \u00c9tats membres avec les mesures d\u00e9crites ci-dessus. Les \u00c9tats membres pourraient en outre utiliser les lignes de pr\u00e9caution mises \u00e0 disposition par le trait\u00e9 sur le M\u00e9canisme europ\u00e9en de stabilit\u00e9, mais sans conditions.<\/li>\n
  • En outre, l’option de la monnaie h\u00e9licopt\u00e8re par la Banque centrale europ\u00e9enne devrait \u00eatre s\u00e9rieusement envisag\u00e9e <\/span>afin de, si n\u00e9cessaire, contourner un m\u00e9canisme de transmission bancaire enray\u00e9 et ainsi faire face \u00e0 la baisse de l’activit\u00e9 \u00e9conomique, soutenir le revenu des travailleurs et \u00e9viter la d\u00e9flation.<\/li>\n
  • Des mesures sp\u00e9ciales doivent \u00eatre prises pour r\u00e9guler les fluctuations de prix des produits vitaux et du logement<\/span> ; tout abus li\u00e9 \u00e0 la situation de crise doit \u00eatre s\u00e9v\u00e8rement condamn\u00e9.<\/li>\n<\/ul>\n

    Nous devons veiller \u00e0 ce que les mesures d’urgence qui doivent \u00eatre mises en place aujourd’hui soient suivies de mesures plus structurelles et \u00e9clair\u00e9es afin de promouvoir l’investissement et un d\u00e9veloppement \u00e9conomique durable. Nous devons tirer parti de la r\u00e9vision en cours de la gouvernance \u00e9conomique dans l’Union europ\u00e9enne lanc\u00e9e r\u00e9cemment par la Commission europ\u00e9enne<\/span> : une r\u00e9vision compl\u00e8te du cadre budg\u00e9taire europ\u00e9en sur la base de principes \u00e9conomiques rationnels est absolument n\u00e9cessaire.<\/p>\n

    Les services publics et les travailleurs des services publics font un travail incroyable pour prot\u00e9ger et soigner la population pendant cette crise in\u00e9dite, et il est temps de leur assurer un financement durable en s\u00e9vissant contre l’\u00e9vasion et l\u2019\u00e9vitement fiscale. Les f\u00e9licitations sont bienvenues, les financements sont n\u00e9cessaires.<\/p>\n

    Il est plus que jamais \u00e9vident que des transferts fiscaux, de quelque nature que ce soit, entre \u00c9tats membres ainsi qu’une capacit\u00e9 fiscale centralis\u00e9e europ\u00e9enne \u00e9mettant des actifs s\u00fbrs sont n\u00e9cessaires d\u00e8s maintenant, bien qu’il semble que de tels objectifs ne soient pas encore r\u00e9alisables.<\/p>\n

    En fin de compte, il s\u2019agit de contr\u00f4ler d\u00e9mocratiquement notre syst\u00e8me financier et de prendre les mesures n\u00e9cessaires pour sauver les moyens de subsistance des citoyens ainsi que l\u2019activit\u00e9 \u00e9conomique. Agir rapidement et de concert est la seule r\u00e9ponse efficace \u00e0 une crise qui nous touche tous.<\/p>\n

    Nous devons agir ensemble si nous ne voulons pas tomber dans un nationalisme mesquin et clivant. Nous devons agir ensemble parce que nous sommes confront\u00e9s \u00e0 la m\u00eame menace et que le virus ne s’arr\u00eate pas aux fronti\u00e8res. Faisons preuve de solidarit\u00e9, pour la libert\u00e9 des peuples et pour le bien commun. Ensemble, nous sommes plus forts.<\/p>\n
