La COP26 se d\u00e9roule \u00e0 un tournant de l&#8217;histoire. \u00c0 travers le monde et les mouvements, nous voyons se lever une nouvelle vague de r\u00e9sistance, de solidarit\u00e9 mondiale et d&#8217;actions locales. Nous disposons d&#8217;une occasion unique de r\u00e9organiser notre syst\u00e8me sur des bases diff\u00e9rentes tandis que nous sortons de la pand\u00e9mie. Nous pouvons soit creuser la crise jusqu&#8217;au point de non-retour, ou bien poser les fondations d&#8217;un monde \u00e9quitable subvenant aux besoins de toutes et tous.<\/p>\n<h2>Qu&#8217;est-ce que la COP\u00a0?<\/h2>\n<p>La CCNUCC (Convention cadre des Nations unies sur les changements climatiques, aussi appel\u00e9e \u00ab\u00a0la Convention\u00a0\u00bb) a \u00e9t\u00e9 lanc\u00e9e en 1992 au Sommet de la Terre \u00e0 Rio de Janeiro et elle est entr\u00e9e en vigueur en mars 1994. Cette Convention encadre de mani\u00e8re institutionnelle les efforts des gouvernements pour lutter contre le changement climatique, avec pour objectif ultime de stabiliser les \u00e9missions de gaz \u00e0 effet de serre \u00ab\u00a0\u00e0 un niveau qui emp\u00eache toute perturbation anthropique dangereuse (induite par l&#8217;homme) du syst\u00e8me climatique\u00a0\u00bb. Presque tous les pays du monde l&#8217;ont ratifi\u00e9e, devenant ainsi des \u00ab\u00a0Parties\u00a0\u00bb \u00e0 la Conf\u00e9rence. La CCNUCC est aussi le nom donn\u00e9 au Secr\u00e9tariat charg\u00e9 d&#8217;assister la r\u00e9ponse mondiale au changement climatique. Le Secr\u00e9tariat prend notamment des mesures concr\u00e8tes, pr\u00e9parant les documents officiels pour les pourparlers sur le climat, avan\u00e7ant une expertise, assistant les Parties dans la mise en \u0153uvre de leurs engagements climatiques, se coordonnant enfin avec d&#8217;autres organes internationaux pertinents. Ce Secr\u00e9tariat de la CCNUCC est bas\u00e9 \u00e0 Bonn en Allemagne et il est chapeaut\u00e9 par une secr\u00e9taire ex\u00e9cutive, Patricia Espinosa.<\/p>\n<p>Le principal point \u00e0 l&#8217;ordre du jour de la COP26 est la finalisation des \u00ab\u00a0modalit\u00e9s de mise en \u0153uvre\u00a0\u00bb de l&#8217;article 6 de l&#8217;Accord de Paris, qui traite des \u00ab\u00a0approches coop\u00e9ratives\u00a0\u00bb pour lutter contre le changement climatique. \u00c0 la COP25 \u00e0 Madrid, aucun accord n&#8217;avait pu \u00eatre trouv\u00e9 sur le sujet pol\u00e9mique des march\u00e9s du carbone.<\/p>\n<p>\u00c0 la suite de la pand\u00e9mie de Covid-19 et de la crise \u00e9conomique mondiale, de nombreux gouvernements affichent de nouvelles priorit\u00e9s et la COP26 s&#8217;en fera l&#8217;\u00e9cho, quand bien m\u00eame cet aspect ne sera pas formellement inclus dans les n\u00e9gociations.<\/p>\n<div id=\"c2286\" class=\"frame frame-default frame-type-textmedia frame-layout-0\">\n<div class=\"ce-textpic ce-center ce-above\">\n<div class=\"ce-gallery\" data-ce-columns=\"1\" data-ce-images=\"1\">\n<div class=\"ce-outer\">\n<div class=\"ce-inner\">\n<div class=\"ce-row\">\n<div class=\"ce-column\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-28894\" src=\"https:\/\/wwwdev-transform-network-net.sociality.gr\/wp-content\/uploads\/2021\/11\/csm_cop26_v3_fb48e3a075.png\" alt=\"\" width=\"800\" height=\"565\" srcset=\"https:\/\/wwwdev-transform-network-net.sociality.gr\/wp-content\/uploads\/2021\/11\/csm_cop26_v3_fb48e3a075.png 800w, https:\/\/wwwdev-transform-network-net.sociality.gr\/wp-content\/uploads\/2021\/11\/csm_cop26_v3_fb48e3a075-300x212.png 300w, https:\/\/wwwdev-transform-network-net.sociality.gr\/wp-content\/uploads\/2021\/11\/csm_cop26_v3_fb48e3a075-768x542.png 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ce-bodytext\">\n<h2>Who will be at COP \u2013 and what do they do?<\/h2>\n<p>The official UNFCCC COP is split into a Blue Zone, for official badge-holders only, and a Green Zone, which is open to the public to visit.\u00a0In theory these two spaces are linked but in practice there is very little flow of people from the Blue Zone into the Green Zone. We expect the Green Zone to be within the Glasgow Science Centre Building where the public and school groups will be able to interact with various organisations, from businesses and universities, to NGOs and international organisations. Within the Blue Zone at the Glasgow SEC there are UN officials, representatives from governments, negotiators, advisors, a lot of press and media, and organisations with &#8216;Observer&#8217; status. In the second week heads of state will arrive and at COP26 we expect 196 to be present.\u00a0The observer organisations are grouped into \u2018constituencies\u2019 including indigenous groups, women and gender, local government, business and industry, young people, trade unions, environmental NGOs and research NGOs. In addition to the official COP spaces there will be a Civil Society Hub that will act as a base for activists from around the world to meet and socialise. This will be open to everyone &#8211; those badged delegates of\u00a0COP from global civil society and activists, both local and those who have travelled to Glasgow to add their voices to calls for global action.<\/p>\n<h2>How are civil society involved before and during COP?<\/h2>\n<p>COP needs the participation of global civil society \u2013 from putting pressure on decision makers at COP through stunts and advocacy, to building momentum in-between COPs, and providing a welcoming space to host people from around the world as they travel to the city where COP is taking place. In the UK civil society has been working hard since Glasgow was announced as the venue of COP26 to ensure people of all backgrounds can be part of the COP experience. This has included working with civil society groups in Chile and Spain to ensure the passing on of vital COP knowledge and mobilising, and the creation of a UK COP26 Civil Society Coalition to coordinate the work in the lead up to COP. This work covers areas including logistics, mobilisations (particularly the huge march expected to happen the middle weekend of COP), political strategy, Glasgow local engagement, and global solidarity. Civil society is also working with the UK and Scottish governments to create an inclusive COP and has regular information sharing meetings. Civil society and governments also work together to facilitate access to the &#8216;green space&#8217; at COP26, which is the official UN area that civil society has traditionally occupied. In addition, civil society is working to create the Peoples\u2019 Summit, an annual meeting that runs parallel to COP and brings together organisations and networks from various parts of the world to creatively share experiences, promote alternative solutions and strengthen global organisation and local action to curb the climate crisis.
